I really don't think the Scottish census Peter is my one. I have just bought credits to open it and yes he's 23 years old but says unmarried. That however would have meant he was 15 years old when he did marry back in 1853.

Hi. It doesn’t matter about civil registration. Although it was introduced in July 1837, it was not made compulsory until 1874.
