What sort of Certificate is Required

Hi all,
I have a set of Banns for a couple in St Stephen the Martyr, Edge Hill (apparently Grove street, built 1851, removed and rebuilt 1882.)
Leonard Bayley (B) of the parish of St Mary Edge Hill and Elizabeth Kaye, Spinster of this Parish had the banns called on March 28th, April 4th and April 11th 1909.
On the bottom of the Banns is says "Certificate Required".
As this is not an RC church, where I might have thought it was a baptism certificate that was needed, can anybody suggest what other sort of certificate?
I believe the bride's birthplace was Isle of Man, if that's any help.
And just in case anybody is looking for them in the censuses, I do believe that a couple of years after the marriage, they gave the number of years married as 10!! ~ with a couple of children aged 8 and 7.
