Alexander Neale Nogglar was baptised in 1873 (on Ancestry) parents Moritz and Mary Nogglar. Moritz a tailor.

In your post you said this

Any information and help would be greatly appreciated as I have been researching this person, with others for many years and would like to establish exactly where he came from, his links with the Leigh, and his descendants.

So I investigated to try and answer the bit about where he came from and descendants. I now find you knew all I found. I originally posted on the same day that you made your request so if you had replied sooner it would have helped.

In future I would suggest you actually stated exactly what you already knew so that people trying to be helpful didn't waste their time.
