Not sure where it was claimed that "1911 is ONLY available on pay-per-view". Perhaps the reference was to the National Archives site?
The 1911 Census is currently available in it's entirety on two sites, Findmypast and the National Archives dedicated 1911 site.
Findmypast offers access via credits/pay-per-view or annual/bi-annual subscription.

The National Archive site offers access only via credits/pay-per-view.

As Tina said copyright restrictions apply to access via Findmypast and to the National Archives site as well. Look-ups on behalf of third parties are strictly a no-no. Requests for 1911 look-ups are not allowed on the forum.
The census is also available on Ancestry but as yet it is not fully transcribed and uploaded.

I don't have Ancestry but understand that access is also by credits or subscription. Don't know about allowing third-party look-ups.

EDIT to add: Because GenesReunited is part of the BrightSolid group of companies, of which Findmypast is a member, I would expect the 1911 census is available there as well.
