Meaning of 'Noted for Novel'?

Some soldiers pension cards are rubber-stamped 'Noted for Novel'.

I cannot discover what this is. [The card I have is for a soldier who was killed-in-action.]

"Somebody" was going to write a book about them? Where they all killed in action those with the rubber stamp?

Sorry; I don't know... but I don't think all the KIA's have the stamp. The cards were designed for the administration of pension payments, but... :?

I've tried to find examples of Pension cards that have this stamp upon them, which is not that easy, there are some on the Western Front Association site. There is also a theory that the notation N/N may also be "Noted For Novel"

This is probably absolute drivel, I get the impression from the few I've seen and I wonder what is on Luxor's? Those stamped "Noted for Novel" could require further investigation?

Examples,
Alias Soldier, Mother deserting children, Unknown Children.

Definition for Novel=Fictitious prose narrative. Did they suspect something needed looking into?
