I have not found a J W Fryer on CWGC, but the following might be relevant, and Grote Street was in the right area of Liverpool:
FRYER, PERCIVAL, Rank:Gunner, Service No: 966192
Date of Death: 29/12/1917, Age:20
Regiment:Royal Field Artillery, 303rd Bde.
Grave Reference P. 94. Cemetery: JERUSALEM WAR CEMETERY
Additional Information:Son of John William and Martha Fryer, of 14, Grote St., Edge Hill, Liverpool.

I wonder if it could be Percival's father? they had only the two children so that discounts a brother for Percival.
in 1911 they are in 28 Dodge Street, Edge Hill

Could there have been an error in the inscription on the memorial? I have put some details of St Cyprian's minute books and a history of he church on the original posting, in case anyone has time to look in LRO for anything about the memorial.

Is it possible it could be a Cousin of Percival. I have located the death of P. Fryer father so it is not him, that's what got me going along Nephew and cousin???

Definitely not the father, he corresponded with the military in 1918 after his sons death and was a civilian at that time.
Any sign of a cousin?
