Trying to my sister-in-law,Elizabeth Ann Bowie,born Birkenhead 1950 went to USA late 1970's.
Last address living in Brooklyn, New York.

A bit different to our usual requests to help make contact. I made some contacts a few years ago using the White Pages, but I don't know if it's nowadays a subscription site.
Social media is well worth a try, Facebook and Twitter and message people with the same surname in the right location and see if they might be related.
Only other suggestion is to try some USA forums, Rootschat has a large one for the USA, I suspect there are members there who would know the local newspapers and places to look.

Having been able to trace a foster-sister who went to the States as a GI Bride in 1946 and 'disappeared' in the mid-1960s I suggest you start with an email to the Brooklyn Public Library. That is the route I took to a library in another city in 1998 and my request for help eventually found its way to a volunteer librarian who was also a keen genealogist. She painstakingly worked her way through work records, having started with old phone books, found a second marriage and eventually, but sadly, found my foster-sister had passed away in 1978. However I am in frequent contact with her son-in-law and grandchildren. While my keen 'helper-researcher' passed away herself in 2012 I am in almost daily contact with her son.
So have a go with http://www.bklynlibrary.org/ giving all the information that you have including Elizabeth's actual date of birth and her parents' names [she may have married].
